Child labour in Development Policy

Investigation of mainstreaming as a strategy for placing child labour on the policy agenda in selected developing countries, taking child labour in agriculture as a focus and obtaining views of agricultural extension workers in Ethiopia and policy makers. Investigation of how child labour policies diffuse across multiple levels of government, (for example the extent to which child labour has been mainstreamed in agricultural sectoral policies) and examining how the policy process works in practice with respect to child labour.

Working closely with the International Programme to Eliminate Child Labour (IPEC) at the International Labour Office (ILO), researched and drafted guidelines on mainstreaming Child Labour concerns into national policy frameworks which were circulated to all ILO child labour officers. To investigate how child labour in agricultural issues could be placed on the agenda at the rural field level, researched the issue of child labour in agriculture in collaboration with both the UN Food and Agriculture Organization (FAO) and the ILO child labour programme through the FAO Junior Farmer Field and Life Skills Schools (JFFLS) in Kenya. Previously documented and evaluated the child labour elimination projects such as a cocoa project in West Africa, which aimed to combat hazardous and exploitative child labour in cocoa/commercial agriculture (WACAP) and identified promising approaches for targeting the worst forms of child labour in a commercial agriculture project in Kenya, Malawi, Tanzania, Uganda and Zambia.

Conducted a comparative analysis of rapid assessment research results on child labour in agriculture, commercial sexual exploitation and domestic work for three countries: The Philippines, Ecuador and Ghana. The final output was 4 volumes included the comparative analysis, a global data review and an annotated bibliography on child labour. 

Researched and developed a widely used development education gender training tool for the ILO on child labour.  In 2002 I researched and produced a publication on `Good Practices:  Gender Mainstreaming in Actions against Child Labour¿  which reviewed 19 child labour programmes. This publication has been widely sited by child labour activists who wish to examine the gender dimensions of child labour.
